Can't Pay. Won't Pay.

So, "UNPAID Poll Tax from the 1990s totalling £12 million has been written off by Fife Council after efforts to chase debtors failed. But finance chiefs insist they will still continue to push for payments owed from bills issued between 1989 and 1992 when the controversial tax was imposed under Conservative Party rule. The writing off process has been described as a 'technical, tidy-up exercise' by bosses who had budgeted for it, recognising no tax system yields a 100 per cent collection rate."

Given the financial difficulties of Fife Council it isn't good to be writing off £12 million unpaid debts, but then again the chances of getting much of the cash are virtually non-existent Carnegie thinks after the fifteen years that have elapsed.

No tax system has a 100% collection rate, but Fife Council seemed to miss that target by a mile.
