Calling Foul.

"BEAUTY spots in Dalgety Bay have been dogged by bags of pet excrement hung from trees. Dog owners have been picking up their pets’ dirt in plastic bags and simply tossing them away rather than binning them. The result is the bizarre sight of full bags dropping from the branches of trees and shrubs in the town’s wooded areas, particularly alongside the popular Fife coastal path."

Carnegie thinks that dog owners need to get a grip. Why bother to actually clean up after your dog as is required by law and then not dispose of it properly? It makes no sense to Carnegie. The offending dog owners involved should get a grip.
