Is it just Mr Carnegie or is the Leader of Fife Council, Councillor Peter Grant, looking a bit scruffy.
Carnegie thinks he should sharpen up his act. Tighten up his tie, comb his hair a bit more often, or are Fife Council just using the wrong photographs?
